I don't think the question is, "can our bodies pick up radio/TV signals?" It is, how can we percieve things before they happen? Television signals are recieved at the speed of light. Therefore, our picking up these signals couldn't explain the reason for premonitions about something that hasn't shown itself yet. And also, it certainly wouldn't in any way explain having premonitory dreams which sometimes don't show themselves for several days.
